Hello Neighbors! We hope you are managing to stay warm this winter and finding ways to enjoy the sun, when it shows up. This newsletter is packed with updates from the TVCA Board. Please pay special attention to the poll question at the end. We want to hear what is important to you!
[VIRTUAL] ANNUAL MEETING

As you may expect, the pandemic does not allow for us to meet safely in person. The Board of Directors has the authority, pursuant to legal opinions secured by management, to postpone the annual meeting due to the pandemic to a date that is convenient in light of the pandemic. Therefore, the Association’s annual meeting and election of directors will not take place on the first Tuesday in March, as prescribed in the Bylaws.
Currently, we are planning to conduct the meeting, virtually, on Tuesday, April 27, 2021 at 6:30pm. Please hold the date.
2021 BUDGET & HOA FEE

The board wrangled with the budget to keep the costs down and still provide the services we need to keep the community running, as well as make improvements. Even so, you’re probably wondering: “Why has the fee gone up $5 / month?”
- Water rates have increased considerably and may rise again in 2021
- We continue to catch up on landscaping maintenance and improvements (removing dead trees, replacing trees and shrubs, turf restoration, etc) as well as long-overdue tree maintenance to keep them healthy
- This year is a mulch year (every two years) and in response to co-owner comments, we are seeking higher-quality mulch product and application
- Ongoing concrete and masonry repairs/replacements
- Ongoing maintenance of siding, irrigation, gutters, etc, allow us to avoid or postpone larger expenses for full replacements. The cost of wood replacement during painting last year has informed the budget for the remaining buildings
- Accounting for inflation where appropriate (approx +3% each year)
- Reserve study update (see below).
RESERVE STUDY UPDATE

Our last reserve study was completed in 2017. We have selected a company to complete a new study in early Spring. The study will provide insight into the current state of our community’s infrastructure (concrete, masonry, pavement, drainage, etc), guiding our long-term maintenance priorities and financial decisions for the next several years.
THINKING OF BECOMING A BOARD MEMBER?

One of two incumbent directors will not be seeking re-election. Two positions on the five member board are up for election this year. Please consider serving on the Association’s Board of Directors to serve our community and help make decisions that affect all of our co-owners. The board meets monthly, currently on the second Thursday at 6:00 p.m. Directors invest a few hours each month preparing for the meeting, reviewing reports, and corresponding via email throughout the month. The positions of President and Treasurer require an additional time commitment, especially the duties of the President. (Officers are elected by the directors.)
If you are interested in running for the board, you may nominate yourself by completing the Nominating Petition Form (PDF) and submitting it to Janet Wolak at Herriman & Associates, Inc.: jwolak@herriman.net.

TREE DOCTOR
Last Fall, we had a tree expert come review our property and offer insights and recommendations for treating and dealing with our trees. Our next step is to get bids for the specific treatments and maintenance that was recommended. This will be in addition to the general lawn care vendor.

LAWN & SNOW
Aside from the issues that occurred in 2020 specifically as a result of the pandemic, the board is aware that there has been some subpar or inconsistent service provided by our current lawn care and snow removal vendors. Please be patient as we work to resolve these issues and improve our vendor services. Our goal is to build mutually beneficial, long-term relationships with our vendors for the good of the community.
EXTERIOR LIGHTING
In 2021 we will begin the process of choosing and replacing our outdoor lighting. The board will narrow down the options to be put to an advisory vote with your input. Then replacements will likely begin in 2022. We will also add motion-activated security lighting between units, as we are able.
2021 – NEW POLICIES?
In our Fall Newsletter, we included a letter regarding our advertising and sign bylaws and asked for your input so we could develop a guideline or policy for signs, when requested by a co-owner. We also included a draft of a new Owner Tended Garden Policy which would allow co-owners to maintain their own garden beds and signify to the landscaping vendor to bypass the beds. However, to-date we have not received any feedback, so perhaps these are not issues most of you would like us to address. Please respond to the poll below to let us know.

KNOW YOUR BYLAWS
All co-owners should be familiar with the Turnberry Village bylaws. The board recognizes this is not always top-of-mind, so here are some relevant excerpts relating to this newsletter:
- Article VI, Section 8. Advertising. No signs or other advertising devices of any kind shall be displayed which are visible from the exterior of a Unit or on the Common Elements, including “For Sale” signs,… only with prior written permission from the Association.
- Article VI, Section 9. Rules and Regulations. It is intended that the Association may make rules and regulations from time to time to reflect the needs and desires of the majority of the Co-owners in the Condominium.
- Article X, Section 4. Quorum. The presence in person or by proxy of thirtyfive (35) percent of the Co-owners qualified to vote shall constitute a quorum for holding a meeting of the members of the Association, except for voting on questions specifically required by the Condominium Documents to require a greater quorum.
- Article XI, Section 3. Annual Meetings. Annual meetings of members of the Association shall be held on the first Tuesday of March each succeeding year after the year in which the first Annual Meeting is held, at such time and place as shall be determined by the Association; …. At such meetings there shall be elected by ballot of the Co-owners a board of directors in accordance with the requirements of Article XIII of these Bylaws. The Co-owners may also transact at annual meetings such as other business of the Association as may properly come before them.
- Article XII, Section 1. Number and Qualification of Directors. … the affairs of the Association shall be governed by a board of five (5) directors, all of whom must be members of the Association or officers, partners, trustees, employees or agents of members of the Association. … Directors shall serve without compensation.
